Position Summary:

Reporting to the Director of Commercial and Policy Oversight, the State and Local Issues Policy Representative is responsible for handling the NAR state and local issues portfolio within the federal advocacy group.  The main functions consist of tracking and analyzing state and local legislative and regulatory actions pertaining to real estate, updating the advocacy team on new trends or issues at the state and local level,  staffing a NAR policy committee,  assisting State and Local REALTOR® Associations with resources to run effective policy and advocacy campaigns, managing the state and local issues trackers, communicating internally and externally on policy development, and spearheading new policy initiatives to further NAR’s advocacy agenda.

Duties and Responsibilities:

  • Identifies, tracks, analyzes, and makes recommendations on legislative and regulatory trends and issues arising at the state or local level pertaining to real estate, including ballot initiatives; provides recommendations for new policy positions or updates to existing ones as needed.
  • Staff’s NAR’s State and Local Issues Policy Committee, and co-staff’s presidential advisory groups and committee work groups.
  • Works collaboratively with the NAR Advocacy Group members to develop coordinated approaches addressing policy trends at the state and local level that are influencing federal conversations and vice-versa. 
  • Develops resources for state and local associations and NAR members to educate themselves on state or local issues and effectively advocate for their policy positions. 
  • Has and further develops a deep, specialized knowledge on state and local policy trends affecting real estate and REALTORS®, through coalitions, publications, media, academia, seminars, and other sources.  Promotes this expertise within the industry and association. 
  • Serves as a spokesperson for NAR on state and local issues affecting the real estate industry.
  • Conveys policy positions and industry trends to key real estate industry stakeholders, policymakers, and state and local REALTOR® associations, by developing and maintaining relationships with them. 
  • Manages the contracts and access to NAR’s state and local legislative tracking platforms
  • Other duties, as assigned.    

Qualifications:

  • At least 3-5 years’ experience working on relevant policy matters, including within the industry, state/local government, and state/local association experience.
  • Results oriented with high attention to detail, ability to multi-task, and meet deadlines in a dynamic, fast-paced team environment.
  • Ability to make connections between local policy and federal activity and to collaborate across teams to address new or ongoing trends.    
  • Ability to think in innovative ways to find solutions to problems and proactively develop strategies to address problems before they arise.
  • High level of proficiency with Microsoft Office—Outlook, Excel, Word and PowerPoint.
  • Exceptional communication skills—verbal, written, and presentation.
  • Strong customer relations and interpersonal skills with a high level of response to all inquiries.
  • Ability to travel up to 15%.
