Position Summary:
The National Association of REALTORS® (NAR) is in search of a Human Resources Manager to join the team. This role reports to the Director of Human Resources, and is based in the Washington, DC office. NAR is an employee-focused association of 350 employees with a commitment to creating an environment that supports a strong “work/life balance” culture. Duties and Responsibilities:

Recruitment— Recruits for positions in the Chicago and DC offices

  • Provide direction to and work with Coordinator on open positions; answering general questions, resolving recruitment related issues and ensuring positions at NAR are filled in a timely manner
  • Develop recruitment plan with hiring manager and coordinate all aspects of searches
  • Prepare position posting notice for internal and external posting
  • Post open positions on in-house Applicant Tracking System
  • Responsible for full-cycle recruitment process: Screen resumes; conduct initial interviews; make recommendations to hiring manager; conduct reference checks; make salary recommendation; deliver offer; consistent and timely communication
  • Identify suitable recruitment sources for advertising each position on the basis of data collected on response rates, costs, timing, and preference of the hiring manager
  • Build and maintain relationships with external agencies and partners to attract and recruit top and diverse talent
  • Prepare and maintain recruitment tracking reports including headcount, targeted outreach, EEO, and disability reporting
  • Identify salient elements of the position description to include in position announcement to advertise position
  • Perform due-diligence in reaching appropriate salary offer; determine need for further negotiation on salary with candidates
  • Identify and present options to Director to resolve any issues impeding the recruitment process

New Employee Onboarding

  • Serve as representative in the delivery of HR component of the orientation for new employees
  • Schedule dates for onboarding sessions based on understanding of current staff imperatives
  • Provide onboarding forms to new employees; assist employees with completion of employment documents, provide information regarding NAR benefits, policies, and procedures, respond to questions, collect and review forms for completion
  • Prepare onboarding tools and communicate with other Groups (Finance, Payroll, IT)
  • Identify enhancements to the onboarding program and maintain updated materials
  • Convey critical information in delivery of Benefits and Cultural components of the onboarding process
  • Follow-up with new hires daily, weekly, and monthly during first 90 days to ensure acclimated to NAR; resolve any questions from new hires and escalate to the Director as needed
  • Complete all new hire paperwork in accordance with state and federal laws and NAR practices

Benefits

  • Manage STD and FMLA process for DC and RPR staff - prepare relevant documents and ensure information is sent to appropriate parties
  • Monitor and track leaves of absence
  • Respond to general benefit questions from staff; review escalated questions with Director and Chicago staff
  • Conduct exit interviews with terminating employees to convey status of benefits and instructions about continuation and close-out options
  • Review and update benefits material in collaboration with the HR Chicago team and recommend enhancements to promote understanding and simplicity

General HR Administration

  • Perform a variety of tasks to support and refine administrative systems in HR
  • Create, maintain and post content on NAR’s intranet—NAR Connect
  • Provide timely HR “customer” support to staff on NAR policies and procedures
  • Access and maintain accurate staff information on HRIS system; run reports from HRIS as requested
  • Ensure PCN’s and other payroll related documents are submitted timely to HR-Chicago so they can be forwarded to payroll for prompt processing
  • Respond to managers and employees concerning payroll documentation including how to complete forms, timing and payroll cut-off dates, etc.
  • Reconcile and code HR related invoices for payment
  • Maintain all office-wide hardcopy and shared drive files, records of purchases, orders, vendor agreements, service agreements, subscriptions, and contracts
  • Provide HR administrative support on other projects, as assigned

Qualifications:

  • 5 - 7 years of Human Resources experience with strong recruitment experience
  • Bachelor's Degree, PHR/SHRM certification preferred
  • Knowledge of federal and state employment laws and regulations
  • Experience managing multiple projects concurrently, demonstrating a sense of urgency, and results orientation
  • Exceptional communication skills—verbal, written, and presentation
  • Strong customer relations and interpersonal skills with a high level of response to all inquiries
  • Strong professional maturity and judgment; Ability to handle confidential information with discretion; Ability to deliver difficult messages
